On January 19, the "Meeting on Correctly filling in the EU CBAM Carbon Emission Report" hosted by China Non-Ferrous Metal Processing Industry Association was held online at the headquarters of the Association. Fan Shunke, deputy Secretary of the Party Committee of China Nonferrous Metals Industry Association and chairman of China Nonferrous Metals Processing Industry Association, attended the meeting and made a speech. Li Defeng, deputy secretary-general of China Nonferrous Metals Industry Association, and more than 300 representatives of nearly 200 enterprises attended the meeting. Fan Shunke first introduced in his speech that the EU CBAM has entered the transition period in October last year, and the first quarter form will be completed at the end of this month. At present, many enterprises are very concerned about the impact of CBAM and the problem of form filling, and this meeting is to discuss and share these two aspects. On the implementation of CBAM, he put forward four points:
First, in terms of attitude, we firmly oppose the implementation of CBAM by the EU. China has always attached great importance to global climate issues, and China's aluminum industry has led the world in terms of energy consumption of technical equipment, but the EU's approach runs counter to the common but differentiated responsibilities agreed in the Paris Agreement, and is unreasonable for Chinese aluminum products.
Second, in terms of action, we also need to take the initiative to adapt. Actively follow up and participate in the adjustment and establishment of CBAM rules, complete CBAM form filling and submission on time, but pay attention to data security issues.
Third, don't worry and worry too much. In 2022, China's exports of CBAM aluminum products to the EU were more than 900,000 tons, and there was a decline in 2023, accounting for less than 10% of China's total exports of related products. At present, China has about 10 million tons of green aluminum and more than 9 million tons of recycled aluminum, including more than 4 million tons of recycled aluminum used for deformed aluminum and aluminum alloys, aluminum materials and aluminum products, which can fully meet the demand for low-carbon aluminum exports.
Fourth, we must do our best to stabilize the export base. At present, although the new three have produced a strong pull on aluminum consumption, in the case of sluggish domestic traditional consumption, it is important to actively respond to trade friction and green trade barriers, and defend every overseas export market, which is crucial to build a new development pattern of double cycles and promote the high-quality development of the aluminum industry.

Director Ma Cunzhen's report was entitled "Progress and Related Work of Evaluation of green electric aluminum", in which he gave a detailed introduction to the progress of evaluation of green electric aluminum and green electric aluminum. In order to effectively respond to CBAM and the upcoming green trade barriers for enterprises, he suggested that aluminum export enterprises actively participate in the development of the "low-carbon Aluminum Evaluation Guidelines and Traceability Guidelines" standard and the construction of the carbon footprint accounting platform for aluminum products. Processing enterprises actively use "green electric aluminum" raw materials, which can realize the traceability of upstream data, facilitate the filling of CBAM forms, and facilitate the accounting of subsequent carbon footprints. Although the use of green aluminum can not directly reduce the export cost for the time being, it has a positive effect on the cumulative carbon emission basic data of China's aluminum industry.
In the report on CBAM Filling, Director Mohinda mainly introduced the CBAM filling logic and suggestions, and responded to common questions such as the impact of CBAM and the path of carbon reduction that enterprises are concerned about. She pointed out that enterprises should clarify the core of the CBAM form in order to obtain the carbon emission data of CBAM products exported to the EU; To clarify the boundaries of carbon emissions accounting; Pay attention to data security, try to fill in only required options, the default value is used first; It is necessary to seek truth from facts and reasonably improve the utilization rate of recycled aluminum; To actively cooperate with importers to complete the required actions to avoid unnecessary losses; Policy adjustments and changes should be closely tracked.
