To formulate specific measures to incorporate R & D investment in new energy vehicles into the assessment system of state-owned enterprises. We will speed up the improvement of policies and regulations on road traffic, accident liability, and the use of data that meet the requirements of the development of intelligent network vehicles.
According to the "opinion draft", by 2025, new car sales of new energy vehicles will account for about 25%, and intelligent network-connected vehicles account for 30% of new car sales. highly self-driving intelligent network-connected cars can be commercialized in limited areas and specific scenarios. Specific to the technical route level, it will form a R & D layout dominated by pure electric vehicles, plug-in hybrid (including incremental) vehicles and fuel cell vehicles. At the same time, emphasis will be placed on improving the economy of hydrogen fuel storage and transportation and promoting the construction of hydrogenation infrastructure.

In addition, the "opinion draft" focuses on clarifying the route of industrial development in the next 15 years, that is, taking pure electric vehicles, plug-in hybrid (including incremental) vehicles and fuel cell vehicles as the "three columns" and laying out the whole vehicle technology innovation chain; Take power battery and management system, driving electronics and power electronics, network connection and intelligent technology as the "three horizontal", construct the technical supply system of key components, and then form a "three vertical and three horizontal" R & D layout.

In the draft for soliciting opinions, it is mentioned that the three core technology projects of new energy vehicles, including the implementation of battery technology breakthrough, the implementation of intelligent network technology innovation project and the implementation of new energy vehicle basic technology upgrading project. By 2025, the average power consumption of new pure electric passenger vehicles will be reduced to 12.0 kWh / 100 km, and the average fuel consumption of plug-in hybrid (including incremental) passenger vehicles will be reduced to 2.0 liters / 100 km.
