By 2025, the area of passive ultra-low energy consumption construction projects in Hebei will reach more than 9 million square meters, and the output value of the whole industrial chain in Hebei Province will reach about 1 trillion yuan.
According to reports, passive ultra-low energy consumption buildings refer to buildings that adapt to climatic characteristics and natural conditions, adopt enclosure structures with better thermal insulation and airtightness, use efficient fresh air heat recovery technology, and make rational use of renewable energy. buildings that provide a more comfortable indoor environment with less energy consumption have an energy-saving effect of more than 90% compared with traditional buildings. Centering on the goals and tasks of industrial development, Hebei will promote it from the following nine aspects.
Expand industrial clusters. Focus on Shijiazhuang technical service, Gaobeidian passive ultra-low energy consumption building integration system technology, Chengde Shuangluan district building component materials, big city thermal insulation materials, Renqiu new building materials, Shahe glass deep processing and other industrial clusters. Strive to reach more than 10 industrial clusters with 10 billion yuan by 2025.
Cultivate leading enterprises. First, to support key enterprises to become the flagship enterprises of the world-class passive ultra-low energy consumption construction industry, with more than 15 leading enterprises. The second is to focus on cultivating enterprises with bottlenecks in the industrial chain, such as waterproof and air-proof membranes, waterproof and breathable films, pre-pressed expansion seals, glass spacers, and so on, and to create specialized and special new enterprises with strong supporting ability, leading technology and high brand awareness in the subdivided industry, the number of individual champion enterprises and specialized special new enterprises at or above the provincial level reached 15 and more than 30 respectively.
We will carry out key common technologies to tackle key problems. Centering on the development needs of the ultra-low energy consumption building industry, we are encouraged to carry out research on key technologies for high-quality construction and scientific operation of ultra-low energy consumption buildings, as well as the R & D and application of supporting products, technologies and equipment, such as new thermal insulation materials, efficient energy-saving doors and windows, and high-efficiency heat recovery fresh air systems, to replace imports of key basic components by 2025.
To carry out the project of three products of new building materials. According to the demand of passive ultra-low energy consumption buildings, we will carry out the project of "increasing varieties, improving quality and creating brands", increase marketable varieties, improve product quality, create well-known brands, and develop professional and characteristic product series. By 2025, the application rate of green building materials in new urban buildings will exceed 50%.

Encourage citizens to go to the countryside, create a deep integration of tourism and construction, and promote the development of rural industrial chain.

Popularize the experience of demonstration projects such as Gaobeidian passive ultra-low energy building industrial cluster and Gaobeidian Train New City, and build a number of models of passive ultra-low energy building communities in Xiongan New area, Baoding, Shijiazhuang and Tangshan to promote the development of local passive ultra-low energy building industry clusters.
Build a demonstration platform for industrial cooperation. Relying on the demonstration base of the whole industry chain in Baoding, we will hold a high-end forum on the development of passive ultra-low energy consumption construction industry, and create a comprehensive exchange and cooperation platform for passive ultra-low energy consumption construction industry. Relying on China International door and window City, Hebei door and window Museum, National Green Smart Building demonstration Center, Gaobeidian passive ultra-low energy consumption building integration system technology industry cluster, etc., build Gaobeidian passive housing demonstration city platform and industrial tourism platform. Promote leading enterprises to go to the cloud, gradually achieve intra-enterprise integrated applications and inter-enterprise business collaboration, lead and drive other small and medium-sized enterprises to the cloud platform, and rely on cloud resources to promote digital transformation.
Establish and improve the support system. Establish the National passive Housing Research Institute, the National passive Housing Certification Center, the National passive Housing expert Advisory Committee and the technological innovation centers at and above the provincial level, manufacturing innovation centers, etc., to form a full life cycle innovation support system, and establish the industrial alliance of the whole industry chain.
