5. Strengthen green manufacturing leadership
12. Build a green and low-carbon production system. Accelerate the construction of green and low-carbon factories, select a number of well-founded and representative enterprises to carry out green manufacturing technology innovation and integrated application, further upgrade the international advanced level, and build a number of "super energy efficiency" and "zero carbon" factories. Support enterprises to implement green procurement management for suppliers, select green materials, technologies and equipment, and establish a green and low-carbon supply chain system.
13. Improve the level of cleaner production in the industry. We will conduct comprehensive review, evaluation and certification of cleaner production against international leading standards, guide existing enterprises to adopt advanced and mature technologies to implement cleaner production technology upgrading, pollution control facilities upgrading, pollution source environmental risk prevention and control facilities building and pollution control projects, and promote coordinated pollution reduction and carbon reduction through the use of advanced and applicable cleaner production technology and efficient terminal treatment equipment. Reduce the production of greenhouse gases and pollutants at source. 14. We will accelerate the digital transformation and upgrading of industries. We will further promote the integration of industrialization and IT application, accelerate the digital empowerment of industries, and coordinate the construction of smart mines and smart factories. Establish an intelligent production system with functions such as process optimization, dynamic production scheduling, energy consumption management and quality optimization, use networking, digital and intelligent technologies to improve the fine management level of resources and energy, and build an intelligent manufacturing system for the whole industrial chain. We will implement digital capability enhancement projects and intelligent manufacturing projects for enterprises, guide enterprises to implement automation and intelligent technology transformation, accelerate the application of cutting-edge technologies such as the industrial Internet, big data, artificial intelligence, fifth-generation mobile communication (5G), edge computing, and virtual reality, and promote the construction of intelligent factories and digital workshops. We will promote the construction of digital systems for energy management and energy conservation and carbon reduction, and improve the level of refined energy management.

1. Strengthening overall planning and coordination. 2. Strengthen incentives and constraints. The use of existing funding channels, increase the non-ferrous metal industry green low-carbon technology research efforts, support non-ferrous metal enterprises to implement low-carbon smelting, green intelligent transformation, renewable resources recycling and deep processing of non-ferrous metals. We will expand the green finance supply system, promote research and development of green financial products in an orderly manner, and support the issuance of innovative financial products such as carbon-neutral bonds and bonds linked to sustainable development. We will strengthen corporate awareness of social responsibility, encourage key enterprises to compile and publish low-carbon development reports, and improve the carbon emission credit supervision mechanism.
4. Improving public services. Relying on key enterprises, research institutes, industry associations and other resources, actively carry out professional training in carbon emission accounting, carbon trading, low-carbon technology and other aspects. Strengthen the construction of carbon emission management personnel, and improve the level of carbon asset management of enterprises. Build a platform to promote experience exchange and resource sharing. We will accelerate the development of standards for green factories, energy consumption, carbon emissions, cleaner production, and recycled products. Support universities, research institutes and key enterprises to establish or build non-ferrous metal green and low-carbon technology centers or training bases, deepen the integration of production and education, and actively cultivate high-quality technical personnel.
5. Improving cooperation mechanisms. Accelerate the high-quality "introduction" of capital, technology and talents from outside the province and the high-level "going out" of leading enterprises in the province, and accelerate the integration into the domestic and international "double cycle". Manage the export of non-ferrous metal products in accordance with laws and regulations, encourage the increase of imports of high-quality recycled metal raw materials, promote the non-ferrous metal industry in the province to carry out international production capacity cooperation, give play to the advantages of leading enterprises in smelting technology, equipment, management and capital, strengthen industrial cooperation with countries and regions along the "Belt and Road" to enhance resource security capabilities. Encourage enterprises to actively participate in the formulation of standards and industry rules in the fields related to the green development of the global non-ferrous metal industry, take the initiative to adapt to the requirements of low-carbon development of enterprises under the new situation of international trade, and improve the voice and pricing power in the international market.
6. Conducting demonstrations and guidance. Support typical enterprises to carry out "zero carbon" pilot construction, provide support to pilot units in terms of policy, capital, technology, etc., and accelerate the cultivation of a number of benchmarking enterprises. Encourage enterprises to actively carry out the non-ferrous metal industry specification list units to create and cultivate a number of "specialized and special new" small giant enterprises and manufacturing individual champion enterprises. Give play to the role of publicity and guidance of public opinion, spread the concept of green and low-carbon development of the non-ferrous metal industry, increase the publicity of typical cases such as low-carbon technology, green factories, and green products, and actively promote advanced experience and practices. Give full play to the role of industry associations in supporting the government and serving enterprises, do a good job of policy publicity and implementation, enhance industry consensus through various forms, and promote industry self-discipline. Strengthen information disclosure, timely release of industry dynamics, actively respond to the reasonable demands of enterprises, and create a strong low-carbon atmosphere.
