In conjunction with relevant departments, we will further consolidate and promote the working mechanism and the long-term mechanism of legalization of backward production capacity departments, continue to carry out special energy conservation supervision on the implementation of energy consumption quota standards in the aluminum industry, and implement the requirements of the "guiding opinions." We will step up the elimination of backward processes and equipment and promote the orderly withdrawal of uncompetitive production capacity.

Alumina industry is an important part of aluminum industry. In recent years, China's alumina industry has developed rapidly. In 2018, the production capacity exceeded 80 million tons, and the output reached 72.53 million tons, which basically met the needs of domestic electrolytic aluminum production. At present, the domestic electrolytic aluminum has implemented the policy of strictly controlling the total production capacity, and the overall demand of the corresponding alumina market is limited. Under the circumstances of increasing constraints such as resource supply and environmental capacity, It is no longer appropriate to restrict the development of the industry by administrative means such as controlling the total scale of alumina production capacity, implementing capacity reduction or equivalent replacement, but in accordance with the principles of marketization and legalization, create a fair market environment and guide the orderly and healthy development of the alumina industry. In 2018, the Development and Reform Commission, in conjunction with the Ministry of Development and Reform, issued the Circular on promoting the orderly Development of Alumina Industry (Development and Reform Office Industry (2018) 1655, hereinafter referred to as the Circular). This paper puts forward clear requirements for standardizing the development of alumina industry from the aspects of strengthening scientific planning, strictly project management, speeding up transformation and upgrading, implementing subject responsibility, strengthening propaganda and guidance, etc. In the next step, we will adhere to the means of marketization and legalization, and continue to strictly implement the requirements of relevant laws and regulations such as land, environmental protection, energy consumption, quality, safety, and so on, so that the market will play a decisive role in the allocation of resources. At the same time, the alumina construction project should be inspected in various forms, such as letter inquiry, investigation, spot check and so on, to ensure that the requirements of the "notice" are in place.
In order to implement the decisions and arrangements of the CPC Central Committee and the State Council on supply-side structural reform and improve the quality of the development of the alumina industry, we have mainly carried out the following work: first, standardizing the development of the industry. In order to adapt to the reality of technological progress in the aluminum industry, the Ministry launched the revision of the "Standard conditions for the Aluminum Industry" to fully link up with the relevant contents of the notice, and further improve the requirements of process equipment, energy consumption, comprehensive utilization of resources, safety and environmental protection, etc. Improve the "in and out" dynamic management mechanism, through the market-oriented way, guide enterprises to do better and stronger. It needs to be explained that the standard condition of the new revision is to promote the enterprise to become better and stronger through the market-oriented way, and does not have the preposition and compulsion of administrative examination and approval. Second, we will promote the withdrawal of backward production capacity in accordance with the rules and regulations. In 2017, the Ministry, together with the Development and Reform Commission and the Ministry of Ecological Environment, issued the guidance on using Comprehensive Standards to promote the withdrawal of backward production capacity in accordance with the regulations (No. 30 of the Joint Industry of the Ministry of Industry and Information Technology (2017), hereinafter referred to as the "guidance"). This paper puts forward the objectives and main tasks of perfecting the comprehensive standard system, strictly normalizing law enforcement and standard implementation, constructing multi-standards and multi-departments to promote the work pattern, and promoting the shutdown and withdrawal of backward production capacity. The Ministry has carried out activities to meet the energy efficiency standards of enterprises, carried out special monitoring of energy consumption quota standards for key alumina enterprises, and used the step electricity price policy to force the withdrawal of low energy efficiency and backward process equipment.

Strengthening industry pollution control and comprehensive utilization of resources is of great significance to promote the construction of ecological civilization and realize green development. Over the years, the relevant departments have carried out a series of related work. First, improve the standard system to promote energy conservation and emission reduction. The Ministry of Ecology and Environment has issued the discharge Standard for pollutants from the Aluminum Industry (GB 25465-2010) and the modification order to clarify the general and special emission limits of pollutants from alumina enterprises. Our department has formulated a number of standards such as "Technical Specification for Evaluation of Fine Alumina Green Design products" to improve the energy saving and green standard system in the aluminum industry. All localities have accelerated the treatment of pollution in the alumina industry, and emissions of pollutants such as particulates have dropped significantly. The second is to set up an industry benchmark and encourage green transformation. Our department has selected a number of high-efficiency energy-saving green process equipment, the implementation of green manufacturing projects to promote the overall improvement of energy efficiency and water efficiency in the aluminum industry. In the "Action Plan for Comprehensive Control of Air pollution in Beijing, Tianjin, Hebei and surrounding areas from 2018 to 2019", the Ministry of Ecological Environment further emphasizes differential management, and if alumina enterprises steadily reach the special emission limit, it is clear that there can be no limit on production. We will encourage in-depth emission reduction and speed up the green transformation of the alumina industry. Third, focus on comprehensive utilization to achieve circular development. In December 2018, the General Office of the State Council issued the pilot work Plan for the Construction of "waste-free cities", which will "continuously promote the source reduction and resource utilization of solid waste, and reduce the amount of landfill to a limited extent." The environmental impact of solid waste will be minimized as the ultimate goal of the construction of "waste-free cities", and "industrial green production will be implemented. Promoting the zero growth of the total amount of storage and disposal of bulk industrial solid waste as one of the main tasks in the pilot construction of "waste-free cities" and promoting the formation of a number of replicable and extensible demonstration models. We will promote the source reduction and resource utilization of bulk industrial solid waste throughout the country. The Ministry has supported the construction of a number of demonstration bases for the comprehensive utilization of industrial resources such as Chengde in Hebei Province, increased the comprehensive utilization of red mud and other industrial solid waste, and raised the level of comprehensive utilization of resources.
In the next step, we will work with the National Development and Reform Commission, the Ministry of Ecological Environment, and other relevant departments to do a good job in controlling the ecological environment of the alumina industry in accordance with the requirements of high-quality development and supply-side structural reform. First, to organize relevant units to systematically evaluate the implementation of the "Aluminium Industry Pollutant discharge Standard", fully understand the environmental benefits, economic costs, up-to-standard technology and compliance rate in the implementation of the standard, and carry out timely revision as appropriate. We will comprehensively increase the requirements for unorganized emission control, further tighten the emission limits of atmospheric pollutants such as alumina, and promote in-depth treatment of alumina and other industries. Second, we should speed up the popularization and application of advanced energy-saving technologies and equipment in the aluminum industry, encourage enterprises to implement green transformation, and promote the continuous improvement of ambient air quality and the high-quality development of the industry. Third, carry out the pilot construction of a "waste-free city", explore the relevant technical models, market models, and policy models for the comprehensive utilization of red mud, and popularize a number of advanced and applicable technical equipment for the alumina industry. We will promote the large-scale, high-value and intensive development of the red mud comprehensive utilization industry, and strengthen the environmental supervision of red mud storage sites. Fourth, do a good job in the comprehensive utilization of resources, environmental protection, energy conservation and water conservation projects to revise the preferential catalogue of enterprise income tax, in order to better meet the requirements of economic and social development in the new era.
In order to guide the optimization of the layout of the alumina industry, the Circular clearly states that the provincial development and reform commissions, the competent departments of industry and information technology should combine economic and social development, industrial base, market demand, total energy consumption, environmental capacity, and so on. We will strengthen scientific planning, coordinate the development scale and layout of the alumina industry as a whole, fully do a good job in project demonstration, and promote project construction in an orderly manner, so as to ensure that the scale of industrial development matches the demand of the domestic market and local carrying capacity. In the next step, we will, in conjunction with the National Development and Reform Commission, guide localities to further implement the requirements of the Circular, and give overall consideration to resource development and environmental protection in the light of changes in bauxite resources at home and abroad. To support enterprises to appropriately develop alumina in areas with large environmental capacity and clean energy advantages, and encourage the transfer of alumina industry overseas; The Ministry of Ecological Environment will further strictly supervise and enforce the law, strengthen the main responsibility of enterprises, implement differential management policies, form an effective incentive and restraint mechanism, and force the optimization of industrial layout and structural adjustment.
