On January 5, 2026, the Ministry of Finance of Israel announced its decision against imposing anti-dumping duties on Chinese aluminum profiles. China won the case after a one-and-a-half-year industry no-damage defense. This is another victory for China's aluminum industry in international trade frictions, following the unresolved cases of Thailand's aluminum foil safeguard measures and Brazil's anti-dumping on aluminum plates, strips and foils.
In July 2024, the Ministry of Economy and Industry of Israel initiated an anti-dumping investigation into aluminum profiles exported from China to Israel. During the investigation period, China exported approximately 30,000 tons of the involved products to Israel, accounting for less than 3% of the global total. Although the volume of export trade is not large, in the current complex international trade environment and frequent trade friction cases, this victory not only effectively safeguarded the legitimate rights and interests of export enterprises, but also inspired and boosted the confidence and strength of industry enterprises in dealing with trade frictions.
The China Nonferrous Metals Industry Association has always attached great importance to trade remedy work and has been proactive in taking actions. In the defense of this case, it has gathered the strength of multiple parties and received strong support. In particular, the Trade Remedy Investigation Bureau of the Ministry of Commerce has provided vigorous guidance and assistance, and the Department of Commerce of Guangdong Province has fully supported and participated. During this period, the Chinese side submitted a large amount of defense materials by elaborating on the market economy status of China's aluminum industry, defending the scope of the involved products, and commenting on the impact on public interests. It strived for and participated in multiple opportunities for hearing statements, systematically refuted the investigation authority's non-market economy determination of China and related calculation methods, and fully demonstrated the fact that Chinese products did not cause damage to the Israeli industry. Extensive and effective communication was carried out with the investigation authorities, and phased achievements were successively made, including delaying the collection time of the preliminary ruling tax rate, narrowing the scope of the involved products, partial adoption of the preliminary ruling comments, and giving due attention to public interests. In the final opinion, the Minister of Finance of Israel believed that imposing anti-dumping duties on aluminum profiles from China would cause significant damage to the national economy, with the disadvantages far outweighing the advantages. He opposed signing the decision on imposing anti-dumping duties on aluminum profiles from China.
Facing the complex situation of the rise of global trade protectionism, Chinese aluminum enterprises should recognize the long-term and complex nature of various unfavorable factors, properly prepare for the normalization of trade frictions, and most importantly, do our own things well. To better serve the trade remedy work in the industry, the China Nonferrous Metals Industry Association has specially established a trade remedy office. It will spare no effort to safeguard the multilateral trading system and use laws and facts to help enterprises create a fair trade environment.
