According to foreign media reports, Constellium Aluminum warned that if there is a lack of sufficient scrap metal in Europe, the company's several planned aluminum recycling projects in Europe might be cancelled.
The company is reviewing multiple recycling projects, covering packaging, automotive and aerospace businesses.
The scale of the above projects has not been finalized yet. Some projects might have a scale larger than the expansion project of 130 million euros that Constellium previously invested at its Neuf Brisach factory in France.
Ingrid Joerg, the CEO of Constellium, said that if the supply of scrap aluminum remains tight, the company might reconsider these projects. The company needs sufficient scrap aluminum to make these investment projects profitable.
The European Commission originally planned to announce an export tax of 15% on aluminum scrap for a three-year period on September 23, 2026, but the proposal has been withdrawn. Instead, it plans to achieve the restriction target through the "Waste Transportation Regulations". According to the latest proposal, starting from May 21, 2027, the EU will prohibit the export of metal scrap, including aluminum scrap, to non-OECD countries unless these countries can obtain exemptions.
Constellium recycles the scrap aluminum produced in its factories and also relies on purchasing scrap from external suppliers. Therefore, the supply of scrap has become a key factor determining whether new recycling plants and expansion projects are economically feasible.
