(1) Establishing an Integrated Service Platform
Based on the customized needs of 121 “chain-leading” enterprises across five key areas of the aluminum-based new materials industry—including raw materials, technology, and applications—the zone has compiled two service catalogs: the List of Enterprise-Related Government Services and the List of Services for the Aluminum-Based New Materials Industrial Chain. A comprehensive Enterprise Service Center has been set up, integrating 81 basic and value-added government service items across 10 functional domains. This enables “one-stop” handling for enterprises, covering integrated application acceptance, inter-departmental workflow coordination, joint issue resolution, end-to-end service tracking and supervision, and data-driven analysis of enterprise operations.
(2) Promoting Collaborative Services
An Aluminum Industry Alliance has been formed, bringing together more than 80 upstream, midstream, and downstream enterprises spanning logistics, finance, resource recycling, and other supporting sectors. Through jointly built R&D platforms and coordinated technological initiatives, the alliance facilitates resource sharing. Additionally, an innovative technology transfer service platform has been launched, fostering collaboration among research institutes, universities, and enterprises. Notably, two pilot workshop laboratories—focused on aluminum sheet/foil production and high-value utilization of aluminum dross—have been co-established with enterprises. This platform has also facilitated targeted industrial technology collaborations between five companies (including Zhongke Ruineng) and institutions such as Sichuan University.
(3) Strengthening Service Support Mechanisms
Through on-site visits, targeted surveys, and specialized seminars, the zone dynamically identifies enterprises’ operational bottlenecks and policy needs, ensuring that policy design aligns precisely with enterprise demands. To date, over RMB 4.9 million in policy incentives have been disbursed. Furthermore, the zone has established its first Legal Advisory Team and launched a WeChat-based “Free Legal Services Group for Enterprises in the Development Zone,” offering accessible legal consultation and legal education. The team has conducted more than 60 complimentary “legal health checks” for businesses and helped resolve over 30 urgent legal or litigation-related issues raised by enterprises.
