Implementation Plan for Optimizing and Upgrading the Nonferrous Metals Industry in Anhui Province (2025-2027) (Draft for Public Comment)
The non-ferrous metals industry is an important pillar industry in our province. In recent years, its scale has continued to expand, forming a number of key enterprises and industrial clusters that are first-class in China and have international influence. It has strongly supported the development of emerging industries such as new energy and information technology. However, it also faces challenges such as weak deep processing capacity, the need to optimize product structure, and insufficient resource guarantee capacity. This plan is formulated to promote the optimization and upgrading of industries.
I. General Requirements
Adhering to market dominance, government guidance, innovation-driven development and agglomeration growth, we will focus on the "1+2+N" industrial layout (optimizing copper, expanding aluminum and magnesium, and enhancing molybdenum, lead and zinc, etc.), concentrate on strengthening, supplementing and extending the industrial chain, intensify "dual recruitment and introduction" and industrial cultivation, accelerate digital and intelligent empowerment and structural optimization, and promote the development of industries towards high-end, intelligent and green directions. By 2027, we aim to achieve an industrial revenue of over 500 billion yuan, cultivate two trillion-yuan industries of copper and aluminum and two hundred-billion-yuan industries of magnesium and lead, add four new enterprises with a revenue of over 10 billion yuan, significantly enhance the capacity for resource guarantee, and break through a number of key core technologies in key material fields such as copper, aluminum and magnesium and realize industrialization. Build a number of leading enterprises and industrial clusters with continuous innovation capabilities to achieve a dual improvement in quality and efficiency.
Ii. Key Tasks
(1) Optimize the industrial structure.
1. Enhance innovation capabilities. Improve the collaborative innovation system of "government, industry, academia, research, finance, service and application", establish an information sharing mechanism for the industrial chain, and dynamically manage the "three lists" of innovation resources, technological breakthroughs and technology transfer. Accelerate the construction of provincial-level innovation platforms such as the Key Laboratory of Copper-based New Materials and the Magnesium-based New Materials Industry Innovation Research Institute, and simultaneously carry out the upgrading and transformation of enterprise technology centers. In response to the demands for key materials in key areas such as new energy and electronic information, a mechanism of "enterprises setting questions, joint research and development, and financial empowerment" should be improved. Focus on breaking through core technologies such as the purification of high-purity metals and the research and development of high-performance alloys, and comprehensively enhance the capabilities of material design, process optimization and engineering application. Support the construction of pilot bases and technology transfer platforms to promote the industrial application of innovative achievements.
2. Optimize industrial layout. Enhance the level of deep processing, with a focus on supporting Tongling and Wuhu in building copper deep processing clusters, developing high-precision copper materials, and strengthening the collaborative capacity of copper processing and smelting. Promote the integrated development of recycled aluminum and aluminum processing, and increase the proportion of industrial aluminum profiles and terminal products. Promote the phased and steady full production of the Chizhou magnesium smelting project, consolidate the advantages of magnesium smelting, and expand the application of magnesium alloys. Accelerate the development of the molybdenum mine in Lu 'an and promote the development of lead-zinc alloying. Upgrade the product structure, establish a coordinated development mechanism of "smelting - processing - application", focus on developing high-value-added products such as high-precision copper materials, industrial aluminum materials, corrosion-resistant magnesium alloys, molybdenum alloys, and new energy storage materials, strengthen the high-value utilization of rare and dispersed metals such as tellurium, selenium, platinum, palladium, and rhenium produced as by-products of smelting, and comprehensively enhance the value of the industrial chain.
3. Strengthen resource guarantee. We will steadily advance the new round of strategic actions for mineral exploration breakthroughs, strengthen the exploration of advantageous and potential resources such as copper, gold, tungsten and molybdenum, and add a batch of exploitable reserves. Actively carry out mineral exploration in the deep and peripheral parts of existing mines, extend the service life of mines, and strengthen pollution prevention and control as well as ecological protection and restoration in mines. Encourage key counties and cities to formulate resource industry plans and development project lists, and accelerate the development of resources such as the Shatinggou molybdenum Mine in Lu 'an and the Chating copper polymetallic Mine in Xuancheng. Support qualified enterprises to participate in the exploration and development of non-ferrous metal resources at home and abroad, and increase the reserves and supply of overseas equity mines.
(2) Promote green transformation.
4. Deepen energy conservation and carbon reduction. Organize and implement the carbon peaking implementation plan for the non-ferrous metals industry. Centering on the low-carbon technology route, promote mature green and low-carbon technologies, break through key common and disruptive technologies, and encourage enterprises in the copper, aluminum, lead, zinc, magnesium and other industries to carry out energy-saving and carbon-reduction process upgrading and transformation, so as to enhance the green development level of the entire process. Strictly manage the access of new non-ferrous metal projects. New and expanded non-ferrous metal smelting projects must meet the advanced value of energy consumption limit standards and the ultra-low emission requirements of environmental protection. In key areas for air pollution prevention and control, they must also meet the A-level requirements of environmental protection performance. Guide enterprises and industrial parks to enhance environmental performance management, improve environmental performance grades, build a number of green mines, green factories and green industrial parks, and cultivate a number of benchmark enterprises for pollution reduction and carbon emission reduction in a coordinated manner.
5. Deepen clean production. Encourage non-ferrous metal material manufacturing enterprises to establish a green and low-carbon supply chain management system, and give priority to the use of green raw and auxiliary materials, advanced technologies and energy-saving and environmental protection equipment. Benchmark against international advanced standards, implement clean production audit, evaluation, certification and process technology transformation. Optimize the logistics and transportation structure, increase the proportion of clean transportation of materials outside the factory, build efficient conveying systems such as belts and tracks, and phase out factory vehicles of National IV and below standards and non-road mobile machinery of National II and below standards within a specified time limit in key areas for air pollution prevention and control. Promote green design throughout the product life cycle and guide downstream industries to choose green non-ferrous metal products. Promote the coordinated development of non-ferrous metal smelting with industries such as chemical engineering and building materials, and achieve the resource utilization of by-products.
6. Develop a circular economy. Strengthen the refined sorting and efficient utilization of recycled metals such as scrap copper and scrap aluminum, and support smelting and processing enterprises in building a recycling network system. Promote the construction of specialized recycled metal industrial parks to achieve full-chain development covering recycling, sorting, processing and utilization. Cultivate a batch of waste copper and aluminum processing and utilization enterprises that meet the normative conditions and have strong competitiveness, as well as standardized enterprises for comprehensive utilization of power batteries in new energy vehicles. Expand the large-scale application of copper tailings in the building materials field, encourage the import of high-quality recycled resources, and comprehensively enhance the level of comprehensive utilization of resources.
(3) Accelerate technological transformation.
7. Expand effective investment. Focusing on the key links of the industrial chain of key materials such as copper, aluminum, magnesium and molybdenum, systematically sort out the leading enterprises, core technologies and high-end talents in the fields of design and research and development, smelting and processing, formulate the industrial chain investment promotion map and project list, and focus on introducing and implementing a batch of major projects that strengthen the foundation, make up for the shortcomings and increase the potential. Accelerate the construction of major projects such as the green and intelligent copper-based new materials in Tongling, the high-performance magnesium-based light alloy and deep processing in Chizhou, and the recycled aluminum heat transfer materials for new energy vehicles in Huaibei, and ensure their timely commissioning and full production capacity.
8. Promote equipment updates. Implement the national policy on large-scale equipment renewal, guide enterprises to accelerate the renewal and transformation of old and inefficient equipment in accordance with the "Catalogue for the Guidance of Industrial Structure Adjustment" and the implementation plan for high-quality development of the industry, and promote the coordinated upgrading of upstream and downstream enterprises.
(4) Deepen intelligent transformation.
9. Promote stratified transformation. Publicize and implement the "Work Plan for Digital Transformation of Raw Materials Industry (2024-2026)" and the guidelines for the construction of intelligent factories in the non-ferrous metals industry, and carry out intelligent upgrades in a classified manner. Copper smelting, aluminum processing and other enterprises are focusing on building full-process intelligent factories. Medium-sized enterprises are making efforts to promote the intelligent transformation of key processes such as melting and casting, and rolling. Small and micro enterprises are accelerating the digital upgrade of basic equipment. Mining and selection enterprises are focusing on enhancing the automation level of underground operations. Focusing on core process links such as high-temperature smelting and precision processing, we will accelerate the update of intelligent equipment and the integration of digital systems, build an intelligent centralized control platform, and enhance the efficiency of production collaboration.
10. Deepen the application of artificial intelligence technology. In light of the characteristics of the non-ferrous metals industry, efforts should be focused on promoting application demonstrations such as intelligent optimization control systems for smelting processes, real-time traceability of rolling quality and visual recognition of defects, mine safety monitoring and early warning models, and intelligent management and optimization of energy efficiency. Strengthen the integrated application of intelligent technologies in areas such as material composition design, microstructure simulation and performance prediction, and auxiliary research and development of new materials. Support enterprises in building intelligent decision-making platforms for industrial Internet, cultivate intelligent factories in a gradient manner, and accelerate the digital transformation of industries.
(V) Strengthen standard guidance.
11. Solidify the implementation of standards and strengthen the foundation. We will implement the "Action Plan for Leading the Optimization and Upgrading of the Raw Materials Industry through Standard Enhancement (2025-2027)", with a focus on promoting the publicity and implementation of national standards, and support enterprises in deeply participating in the formulation and revision of international, national and industry standards in the field of non-ferrous metals. Focusing on the "dual carbon" goals and the demands of digital transformation, we will strengthen the implementation of mandatory standards for energy conservation, carbon reduction, and green production, and establish a mechanism for evaluating the effectiveness of standard implementation.
12. Cultivate the brand of Anhui materials. Focus on key areas such as copper-based new materials, high-end aluminum alloys, and deep processing of magnesium alloys, and implement brand cultivation plans. Support enterprises in building self-owned brands with international influence, cultivate characteristic product brands that reflect quality advantages, and promote industrial clusters to create regional public brands. By strengthening industrial design, enhancing cultural connotations and improving service systems, efforts will be made to cultivate a cluster of "Anhui-branded" raw material brands.
(6) Optimize the industrial ecosystem.
13. Promote cluster development. Carry out the cultivation of characteristic industrial clusters, and encourage cities and counties to leverage their resource endowments and industrial foundations to promote the agglomeration and development of smelting, processing and downstream application enterprises. Support the construction of characteristic industrial clusters such as copper processing in cities like Tongling and Wuhu, aluminum processing in cities like Chuzhou and Huaibei, magnesium processing in cities like Hefei, Chizhou and Ma 'anshan, molybdenum processing in Lu 'an, and recycled lead in Fuyang, and actively build national advanced manufacturing clusters. Encourage enterprises to carry out mergers and reorganizations across industries and regions. Focusing on the sub-sectors such as energy transition metals, lightweight materials, and electronic information materials, cultivate a batch of high-quality enterprises including high-tech enterprises, specialized, refined, distinctive and innovative "little giants", and single-champion enterprises.
14. Promote industrial integration. Strengthen international exchanges and promote the "going global" of advantageous production capacity and technological equipment by relying on platforms such as the World Manufacturing Conference. Improve the construction of factor markets, promote the establishment of futures delivery warehouses for copper, aluminum, magnesium and other commodities, and reduce the logistics and capital occupation costs for enterprises. Guide key enterprises to transform towards service-oriented manufacturing and cultivate new business forms such as industrial design and customized services. Support the establishment of a provincial non-ferrous metals industry association to strengthen its functions of industry self-discipline, resource integration and international collaboration, and enhance the stability of the industrial chain.
Iii. Safeguard Measures
Give full play to the coordinating role of the Leading Group for Building a Strong Manufacturing Province, integrate the existing funding channels for building a strong manufacturing province, the development of emerging industries, scientific and technological breakthroughs, and talent-driven Anhui, and promote the precise connection between funding policies and major projects. Optimize the assessment mechanism for state-owned enterprises, highlighting the orientation towards resource development and technological innovation. Make full use of the provincial major project element guarantee working mechanism to ensure the land and energy demands of the projects. We will carry out the "Five Major Actions" to stabilize industrial growth in depth and strengthen the connection between production and demand, financing and technology. Give full play to the decision-making support role of industry think tanks and enhance the effectiveness of policy implementation.

I. Background Basis and Drafting Process
To implement the "Opinions of the Anhui Provincial Committee of the Communist Party of China on Implementing the 'Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese-Style Modernization'" and the "Work Plan for Stabilizing Growth in the Nonferrous Metals Industry (2025-2026)" and the "Implementation Plan for High-Quality Development of the Copper Industry (2025-2027)" issued by the Ministry of Industry and Information Technology and other departments In accordance with the spirit of documents such as the "Implementation Plan for High-Quality Development of the Aluminum Industry (2025-2027)", we are accelerating the construction of a "6178" modern industrial system and promoting the optimization and upgrading of the non-ferrous metal industry in our province. Based on the resource and industrial advantages of our province, it is proposed to clearly define the key development direction of "1+2+N", with "copper" as the main component and "aluminum and magnesium" and "molybdenum, lead and zinc, etc." as important components. Through innovation-driven and agglomeration development, the industrial chain will be strengthened, and the digital, intelligent and green transformation will be accelerated to promote the industry to move towards high-end. By 2027, efforts will be made to achieve a total industrial revenue that exceeds two 100-billion-yuan thresholds, reaching approximately 500 billion yuan. Cultivate two trillion-yuan industries of copper and aluminum and two hundred-billion-yuan industries of magnesium and lead. Four new enterprises with a revenue of over 10 billion yuan have been cultivated. Remarkable achievements have been made in three aspects: resource guarantee, breakthroughs in key technologies, and the cultivation of high-quality enterprises and clusters. Strengthen the task of standard guidance, with the focus on strengthening the foundation through standard implementation and cultivating the brand of Anhui materials. The task of optimizing the industrial ecosystem focuses on promoting cluster and agglomeration development as well as facilitating the integrated development of industries.
In the section on safeguard measures, we will strengthen the overall coordination role of the Leading Group for Building a Strong Manufacturing Province, integrate financial policies and precisely match projects.
