During the "14th Five-Year Plan" period, Shuicheng District of Liupanshui City closely adhered to the positioning of the aluminum industry cluster area in western Guizhou Province, and aimed at the "2151" industrial cluster goal of the municipal committee and the municipal government. By taking cluster development, project-based advancement, and element-based guarantee as the key points, the district mobilized all its resources to promote the transformation and upgrading of the aluminum industry, achieving a leapfrog growth in output value and successfully entering the ranks of regional leading industries.
Over the past five years, the aluminum industry in Shuicheng District has achieved remarkable development. Its output value has grown from 6 billion yuan at the end of the 13th Five-Year Plan to over 16 billion yuan by the end of the 14th Five-Year Plan, with an average annual growth rate of 21.67%. The local area adheres to the path of cluster development, with Shuangyuan Aluminum Industry as the leading force, and builds a "1+3+N" development model. It vigorously promotes the projects of building, extending, supplementing and strengthening the industrial chain, successfully gathering 69 upstream and downstream enterprises. The products cover more than 50 categories in eight application fields, achieving a 100% local conversion rate of molten aluminum. It has built an aluminum industrial cluster with the highest conversion rate, the longest industrial chain, the most types and the best supporting facilities in the province. The aluminum home furnishing industrial cluster has even won the honor of "National Small and Medium-sized Enterprise Characteristic Industrial Cluster". Within the cluster, 23 large-scale enterprises, 12 specialized, refined, distinctive and innovative enterprises, and 5 high-tech enterprises have been cultivated. There are 4 enterprises with an output value exceeding 1 billion yuan and 3 enterprises with an output value ranging from 500 million to 1 billion yuan, injecting strong impetus into the regional economic development.
Projects are the lifeline of industrial development. Shuicheng District adheres to the concept of "projects first", compiles and dynamically updates the "one map and three lists" for the aluminum industry, and implements a number of major projects that strengthen leading enterprises and enhance long-term potential. In 2023, the technological transformation and capacity expansion project of Shuangyuan Aluminum Industry was basically completed and put into operation. In the same year, 100,000 tons of electrolytic aluminum indicators were purchased, further enhancing the production capacity of aluminum products. In 2025, Shuangyuan Aluminum Industry successfully reorganized with Guizhou Aluminum Industry Group and integrated into a larger development platform. The enterprises that have settled in, such as Yingyuefan, Anrunji and Zaya, have successively initiated the construction of their second-phase projects. The recycled aluminum enterprises like Hanrong Yizhong, Liuxin and Guixinhao have been completed and put into operation, and the development momentum of the industry continues to strengthen. During the "14th Five-Year Plan" period, Shuicheng District has attracted a total of 47 aluminum industry projects to settle down, among which 11 projects have an investment of over 100 million yuan.
To ensure the high-quality development of the aluminum industry, Shuicheng District has continuously strengthened the guarantee of element services and optimized the business environment. The local area maintains a stable supply model of molten aluminum and fully meets the production demands of downstream enterprises. A total of 1,593.21 mu of land and 53 standardized factory buildings in 11 locations have been supplied, providing a solid spatial guarantee for the establishment and development of enterprises. We have promoted the establishment of Shuicheng Vocational School in the Economic Development Zone and built a training platform for industrial workers. Currently, there are 3,840 workers in the aluminum industry. The 8 million-ton dedicated railway line of Guizhou Energy and the 2 million-ton dedicated railway line of Shuicheng Coal Storage and Distribution Center have been completed and put into operation. The 2nd, 3rd and 4th industrial roads in the park have been opened to traffic, significantly enhancing the logistics and transportation efficiency of bulk industrial products. Through upward coordination and efforts, the prices of water, electricity and gas in the park have been gradually reduced, effectively lowering the production costs of enterprises.
Standing at the new starting point of the "15th Five-Year Plan", Shuicheng District will focus on the goal of building a provincial aluminum deep processing base, continuously improve the supporting elements, attract high value-added projects, and promote the aluminum industry to move towards intelligence, greenness, high-end and integration. It strives to achieve an aluminum industry output value of over 30 billion yuan by the end of the "15th Five-Year Plan", writing a new chapter for the high-quality development of the regional economy.
