Recently, the Commodity Inspection Department of the General Administration of Customs approved Guangyuan to carry out a pilot program for optimizing the inspection and supervision model of imported recycled aluminum raw materials, marking the establishment of the first pilot program for optimizing the inspection and supervision model of imported recycled aluminum raw materials in the country in Guangyuan.
It is understood that after the pilot program is established, when the pilot enterprises in Guangyuan City import recycled aluminum raw materials, the recycled aluminum raw materials that meet the conditions can be transported to the Guangyuan Customs supervision operation site for further inspection. At present, on the basis of building the second customs supervision operation site for railway transportation in the province, Guangyuan City has specially designated a 2,100-square-meter inspection area for recycled metals and equipped it with complete facilities and equipment, which can meet the requirements of relevant inspection work.
As the convergence point of "southern aluminum and northern aluminum", Guangyuan City is a national demonstration zone for the creation of well-known brands of high-performance industrial aluminum materials, the only base city in Sichuan Province for the layout and development of aluminum-based new materials industry, and an important layout area for the coordinated development of the aluminum industry chain in the Sichuan-Chongqing region. It has gathered over 100 aluminum enterprises. It has an electrolytic aluminum production capacity of 615,000 tons, a recycled aluminum production capacity of 1.6 million tons, and an aluminum processing capacity of 2.2 million tons. It has established an aluminum ingot trading center, an aluminum futures delivery warehouse, and a recycled aluminum trading platform, basically forming a development system of "electrolytic aluminum - deep processing of aluminum - comprehensive utilization of aluminum resources".
In recent years, with the continuous expansion of the aluminum industry scale, in order to meet the demand for recycled aluminum raw materials, some enterprises in Guangyuan City have successively imported recycled aluminum raw materials from abroad. In light of this situation, the municipal committee and the municipal government have arranged for the Port and Logistics Development Center of Guangyuan City, Guangyuan Customs and other departments to actively strive with relevant national and provincial departments to include Guangyuan in the pilot program.
After understanding the relevant work processes of the pilot program, Ye Guanghua, the chairman of Sichuan Guangmei New Materials Technology Co., LTD., is full of confidence in the future development: "After calculation, it is expected that the customs clearance efficiency of imported recycled aluminum raw materials arriving at Guangyuan Customs for re-inspection will increase by more than 50%, and the comprehensive costs such as container usage fees and customs declaration agency fees for enterprises can be saved by 300 to 500 yuan per ton."
Zhang Yongzhi, deputy director of the Municipal Port and Logistics Development Center, told reporters that customs declaration, clearance and inspection at the "doorstep" not only boosts the enthusiasm of enterprises to import aluminum raw materials, but also is more conducive to forming a "consolidation" supply model to meet the raw material demands of aluminum enterprises in Guangyuan and its surrounding areas. It is of great significance for Guangyuan to expand its foreign trade imports, make the western recycled aluminum trade center bigger and stronger, and actively integrate into the construction of the Chengdu-Chongqing Twin-City Economic Circle.
According to the "Promotion Plan for the Development of Recycled Non-ferrous Metals Industry", compared with primary aluminum production, each ton of recycled aluminum is equivalent to saving 3.44 tons of standard coal and reducing carbon emissions by 10.97 tons." Deng Yanru, the chief engineer of the Economic and Information Technology Bureau of Guangyuan City, did a calculation. Based on the annual import of 500,000 tons of recycled aluminum raw materials, the city can save 1.72 million tons of standard coal and reduce carbon emissions by 5.485 million tons each year. This will have a positive impact on energy conservation, emission reduction, carbon peaking and carbon neutrality, and better promote the construction of a "Beautiful Guangyuan".
A relevant official from the Commodity Inspection Department of Chengdu Customs stated that conducting the pilot program in Guangyuan is conducive to enhancing the supply chain guarantee capacity of national metal strategic materials and further improving the level of resource security and economic security guarantee of the country.
