A seminar on the management model for the import of recycled non-ferrous metal raw materials was held in Tianjin

To explore a new model for the management of imported recycled non-ferrous metal raw materials and enhance the security guarantee capacity of the strategic resource supply chain, on August 21st, a seminar on the management model of recycled non-ferrous metal raw materials was held in Tianjin, organized by the Recycled Metals Branch of the China Nonferrous Metals Industry Association.
 
Wang Jiwei pointed out in his speech that the recycled metal industry, as an important support for ensuring national resource security and green development, has received high attention from the state. The 20th National Congress of the Communist Party of China explicitly proposed to enhance China's capacity to ensure the supply of strategic resources, and imported recycled non-ferrous metal raw materials play a key role in stabilizing the supply chain. Looking back on the past five years, with the joint efforts of the General Administration of Customs and other relevant administrative departments and associations, the standards for the import management of recycled metal raw materials in China have been continuously improved, the variety of imported materials has been increasing, the import channels have been expanding, and tangible achievements have been made in model innovation and resource guarantee. He hopes that this seminar can collect the difficulties and experiences in the practice of raw material imports and provide suggestions and ideas for further policy optimization.
 
Wang Yanchun affirmed that recycled metal raw materials play a significant role in promoting national strategic security and the green and upgraded development of industries. However, there are still practical problems such as fierce international competition for resources, an incomplete digital traceability management system, and a relatively high proportion of box opening inspections. The Customs Society, in collaboration with the Recycled Metals Branch and other organizations, is jointly conducting research on the topic of "Digitalization Promoting Strategic Security in the Import Supply Chain of Recycled Non-ferrous Metal Raw Materials". The aim is to enhance China's competitiveness in the global recycled metal raw material supply chain by integrating new technologies and designing innovative management models, in the context of increasingly fierce competition in the global raw material market.
 
At the meeting, the participants raised practical issues such as the tightening of overseas recycled metal raw material exports, the relatively high risks and costs of overseas pre-treatment, and offered suggestions on establishing a "white list" system for import enterprises, machine visor-assisted inspection plans, and destination management mechanisms, providing practical references for innovating import management models.
 
In his concluding remarks, Li Wenjian pointed out that to enhance the management level of imported recycled metal raw materials, it is first necessary to reach a consensus on focusing on three aspects: technological improvement, operational standardization, and precise supervision, and to organically combine technical means with integrity management. Secondly, implement intelligent management of import enterprises at different levels, establish a unified national digital sharing mechanism, and provide customs clearance facilitation for compliant enterprises. Third, innovate the management model for raw material imports, and explore pilot projects such as the reuse of by-products and centralized pretreatment in industrial clusters or comprehensive bonded zones to reduce the operating costs of enterprises. Fourth, establish a promotion mechanism for the institutionalization of import transshipment management, and improve the management mechanism of "source + port + destination". The fifth is to gradually promote the inclusion of more varieties in the scope of imported recycled metal raw materials. Next, the Customs Society will systematically sort out the beneficial suggestions from this seminar, promptly reflect the industry demands to the relevant regulatory authorities, and promote the establishment of the green resource attribute positioning of recycled metal raw materials.
 
The representatives attending the meeting unanimously agreed that promoting the high-quality development of the recycled non-ferrous metals industry cannot be achieved without institutional innovation and digital transformation. All parties will enhance coordination and interaction, continuously optimize the import management model, jointly improve the resilience and security of the industrial and supply chains, and contribute to the construction of a resource-conserving and environment-friendly society in China.
