Argentina China aluminum foil launched anti-dumping sunset merger situation change review investigation

On February 21, 2025, the Argentine Ministry of Economy issued Notice No. 162 of 2025, stating that the Argentine enterprise ALUAR ALUMINIO ARGENTINO S.A.I.C. Application for aluminum foil originating in China (Spanish: Hojas de aluminio, sin soporte, simplemente laminadas, de espesor superior o igual a 0,006 mm pero inferior o igual a 0,2 mm y anchura inferior o igual a 1.300 mm, excepto las lisas, con un contenido de aluminio superior o igual al 99,2%, en peso, de espesor inferior o igual a 6 micrometros, en bobinas de ancho inferior o igual a 500 mm, segun norma ASTM B 373-95) initiated the first sunset review investigation of anti-dumping, and initiated the review investigation of changes in anti-dumping conditions. The products in question are laminated aluminum foil with thickness between 0.006 mm (inclusive) and 0.2 mm (inclusive) and width not greater than 1300 mm, but do not include plain aluminum foil with aluminum content greater than or equal to 99.2% (weight), thickness less than or equal to 6 microns, width less than or equal to 500 mm. The MERCOsur tax code of the products involved is 7607.11.90. During the investigation of the case, anti-dumping duties will not be imposed. The announcement shall take effect as of the date of promulgation.

On March 8, 2019, Argentina launched an anti-dumping investigation on aluminum foil originating in China. On March 9, 2020, Argentina made a positive final ruling on the case, formally imposing an anti-dumping duty of 28% FOB on the products involved, which is valid for five years.
