India imposes anti-dumping duties on aluminum foil from China

On June 19, 2025, the Inland Revenue Department of the Ministry of Finance of India issued Notice No. 15/2025-Customs(ADD), stating that it accepted the final affirmative determination on the anti-dumping investigation of Aluminium Foil with a thickness not exceeding 80 microns made by the Ministry of Commerce and Industry of India on March 20, 2025. It has been decided to impose anti-dumping duties on the involved products from China for a period of five years, with the tax rate ranging from 479 to 721 US dollars per ton. Details of taxation are shown in the attached table. The products involved in the case include 5-micron aluminum foil with a width of less than 500 millimeters and a purity of 99.35% for capacitors, as well as aluminum foil with a thickness ranging from 5.5 microns to 80 microns. This case involves products under Indian customs codes 76071110, 76071190, 76071910, 76071991, 76071992, 76071993, 76071994, 76071995, 76071999, 76072010 and 76072090. The following products are not within the scope of taxation in this case: 1. Aluminum foil with a thickness of less than 5.5 microns used for non-capacitors. Aluminum foil with a thickness of less than 5 microns and ranging from 5 microns to 5.5 microns for capacitors. 3. Ultra-lightweight conversion aluminum foil, with a thickness ranging from 5.5 microns to 7 microns, is used for insulation, spice packaging, covering heat transfer fluid pipelines, and tea packaging. 4. Etched or formed aluminum foil for electrolytic capacitors. 5. Aluminum composite panels for facade cladding and signage applications. 6. Cover with aluminum foil. 7. Aluminium foil for beer bottles. The thickness of the aluminium foil is 10.5 microns, with a rough surface and hollow holes, whether printed or not. 8. Aluminum-manganese-silicon alloy and/or aluminum-manganese-silicon alloy coated. 9. Aluminum foil tape. 10. Color-coated aluminum foil. 11. Polyurethane coated aluminum foil.
 
On March 21, 2024, the Ministry of Commerce and Industry of India issued an announcement stating that Domestic enterprises in India such as Hindalco Industries Ltd., Shyam Sel & Power Ltd., Shree Venkateshwara Electrocast Pvt. Ltd., Ravi Raj Foils Ltd., and GLS Foils Product Pvt. Ltd. And LSKB Aluminium Foils Pvt. Ltd. The submitted application initiates an anti-dumping investigation into aluminium foil originating from or imported from China. On August 28, 2024, the Ministry of Commerce and Industry of India made an affirmative preliminary ruling on the case. On March 17, 2025, the Inland Revenue Department of the Ministry of Finance of India issued Notice No. 0/2025-Customs (ADD), imposing provisional anti-dumping duties for a period of six months on aluminum foil with a thickness of no more than 80 microns originating from or imported from China, with the duty rate ranging from 619 to 873 US dollars per ton. On March 20, 2025, the Ministry of Commerce and Industry of India made a positive final ruling on the case.
