India issues final ruling on the sunset review of anti-dumping measures on Chinese aluminum rolled products

On September 3, 2026, the Ministry of Commerce of India announced a final affirmative ruling on the sunset review of anti-dumping measures on certain flat rolled products of aluminum (Certain Flat Rolled Products of Aluminium) originating from or imported to China. It recommended the continuation of a 5-year anti-dumping duty. The specific rates are as follows: 0 US dollars per ton for the producers Arconic (Kunshan) Aluminum Products Co., Ltd. and Granges Aluminium (Shanghai) Co., Ltd., and 449 US dollars per ton for other producers. This case involves products under Indian customs codes 7606 and 7607.
On September 8, 2020, the Ministry of Commerce of India announced that it initiated an anti-dumping investigation on certain flat rolled products of aluminum from or imported to China upon the application of Indian company Hindalco Industries Limited. On September 7, 2021, the Ministry of Commerce of India made a final affirmative ruling on this case. On December 6, 2021, the Taxation Department of the Indian Ministry of Finance issued Notification No. 68/2021-Customs (ADD), deciding to impose an anti-dumping duty of 0 - 449 US dollars per ton on certain flat rolled products of aluminum from or imported to China, with a validity period of 5 years, ending on December 5, 2026. The involved products do not include materials for aluminum can bodies (including waste from making aluminum cans) and aluminum foils with a thickness of 80 microns or less.
On March 20, 2026, the Ministry of Commerce of India announced that it initiated the first sunset review investigation on certain flat rolled products of aluminum from or imported to China upon the application of Indian domestic company Hindalco Industries Limited. The investigation period for the dumping was from April 1, 2024 to September 30, 2025 (18 months), and the injury investigation period was from April 2021 to March 2022, April 2022 to March 2023, April 2023 to March 2024, and April 1, 2024 to September 30, 2025.
