India launched the second anti-dumping sunset review investigation on China's aluminum alloy wheels

On September 30, 2023, the Indian Ministry of Commerce and Industry issued a notice saying, Kosei Minda Aluminium Company Private Limited, Maxion Wheels Aluminium India Private Limited, Minda Kosei Aluminium Applications submitted by Wheel Private Limited and Steel Strips Wheels Limited, Initiate a second sunset review investigation into anti-dumping on Aluminium Alloy Road Wheels(ARW) originating in or imported from China. The products in question are 12 inches to 24 inches in diameter, with or without fittings, forged aluminum alloy wheels or aluminum alloy wheels for motor vehicles. Products under Indian Customs Code 8708.70 and some products under 87087000, 87082900, 87089900, 87149290, 87149990, 87089400. The dumping investigation period in this case is from April 2022 to March 2023 (12 months), the injury investigation period is from 2019 to 2020, 2020 to 2021, 2021 to 2022 and the dumping investigation period.
 
Interested parties should submit relevant information to the investigating authority by E-mail (dd11-dgtr@gov.in, dd16-dgtr@gov.in, adg14-dgtr@gov.in and adv13-dgtr@gov.in) within 30 days from the date of filing.
 
On December 10, 2012, India initiated an anti-dumping investigation against cast aluminium alloy wheels or alloy wheels originating in China, South Korea and Thailand. On June 9, 2014, the Indian Ministry of Commerce and Industry made a positive final ruling on the case. On May 22, 2015, the Ministry of Finance of India issued No. 21/2015-Customs(ADD) circular, deciding to impose anti-dumping duties on the products involved in the above countries for a period of five years, and the taxes are 1.37 ~ 2.15 US dollars/kg in China, 1.18 US dollars/kg in South Korea and 1.06 US dollars/kg in Thailand.
 
On August 10, 2018, the Indian Ministry of Commerce and Industry conducted the first anti-dumping sunset review investigation on cast aluminum alloy wheels or alloy wheels originating in or imported from China, South Korea and Thailand. On March 29, 2019, the Indian Ministry of Commerce and Industry made a positive final ruling on the case. On April 9, 2019, the Indian Ministry of Finance issued No. 17/2019-Customs (ADD) Circular, deciding to continue to impose anti-dumping duties on the products involved in the above countries for a period of five years, respectively, China 0.08 ~ 2.15 US dollars/kg, South Korea 1.18 US dollars/kg and Thailand 1.06 US dollars/kg. The measure is valid until April 8, 2024.
 
On September 1, 2021, the Indian Ministry of Commerce and Industry launched an anti-dumping interim review investigation on aluminum alloy wheels originating in or imported from China. On August 31, 2022, the Indian Ministry of Commerce and Industry made a positive final ruling on the case and proposed to modify the anti-dumping duties of some enterprises. On November 28, 2022, the Ministry of Finance of India issued Circular No. 30/2022-Customs (ADD), which decided to increase anti-dumping duties on the following enterprises involved: 1. The anti-dumping duties of the five producers exporting the products involved through CITIC Decca Group were increased from US $0.08 / kg to US $1.073 / kg, 2. The anti-dumping duty on Shandong ShuangWang Aluminium Industry Co Ltd was raised to $0.34 per kg from $0.08 per kg. The measure is valid until April 8, 2024.
