The Eurasian Economic Union launched an anti-circumvention investigation into the anti-dumping case of aluminum strip

On November 29, 2023, the Department for the Protection of the Internal Market of the Eurasian Economic Commission issued Resolution No. 2023/385/ Announcement No. AD28R1, at the request of the Eurasian Economic Union Industry Association, in accordance with Order No. 10 of the Department of Internal Market Protection of the Eurasian Economic Commission dated November 27, 2023, launched an anti-circumvention investigation on aluminum strip (Russian: алюминиеваялента) originating in Azerbaijan to examine whether the products originating in Azerbaijan were re-exported to the Eurasian Economic Union by changing the mode of production to avoid anti-dumping duties. The Eurasian Economic Union tax numbers of the products involved are 7606111000 and 7607119000.
On May 7, 2019, the Eurasian Economic Union issued Announcement No. 2019/165/AD28 to initiate an anti-dumping investigation on aluminum strip products originating in China and Azerbaijan in response to the application submitted by the Eurasian Economic Union Aluminum Products Producers, Suppliers and Consumers Union. On September 24, 2020, in accordance with Resolution No. 115 of the Eurasian Economic Commission dated September 22, 2020, the Eurasian Economic Commission imposed anti-dumping duties on imported aluminum strips originating in China and Azerbaijan for a period of 5 years, and the specific tax rates are as follows: 13.14% for Nantong Hengjin Composite Material Co., Ltd. and other Chinese producers, and 16.18% for the Azerbaijani producers involved in the case The measures will take effect from 24 October 2020 and will be valid until 23 October 2025. The products involved in the original trial were rectangular (including square) aluminum strips with a thickness greater than 0.2 mm and less than 3 mm, whether coated or not, whether or not they were rolled in rolls, and involved products under the Eurasian Economic Union tax code 7606119100, 7606122003, 7606122008, 7606129203 and 7606129208.
