On June 22nd, Xining (National-level) Economic and Technological Development Zone issued the "Three-Year (2025-2027) Action Plan for the Development of the Aluminum Industry", accelerating the construction of a high-end, intelligent and green aluminum industry development system.
 
The Action Plan clearly stipulates that the aluminum industry in the development zone should achieve a cumulative industrial output value of 120 billion yuan within three years and build a domestic aluminum alloy new materials industrial base with considerable influence. The level of green development will be further enhanced. The comprehensive utilization rate of industrial solid waste will reach 100%, the reuse rate of industrial water will exceed 90%, the proportion of enterprise R&D investment to sales revenue will reach 2‰, and the water consumption per 10,000 yuan of GDP, energy consumption per unit of GDP, carbon dioxide emissions per unit of GDP, and the emissions of major pollutants will be lower than the city's average level.
 
Centering on the above goals, Xining Development Zone has been vigorously optimizing the aluminum industry, guided by green development. It focuses on developing high value-added products such as aviation aluminum, automotive aluminum, battery aluminum (shells, foils), photovoltaic aluminum, and household aluminum, and extends the development of terminal products such as system Windows and doors, building envelope systems, all-aluminum Bridges, and road lamp posts. Strive to increase the deep processing rate of aluminum to over 90% and the deep processing rate to over 60% by 2027. The Action Plan sets out five major tasks: strengthening the foundation of raw material security, promoting industrial structure adjustment, enhancing scientific and technological innovation capabilities, accelerating the green development of industries, and promoting the digital transformation of industries.
 
Xining Development Zone will consolidate its supply chain cooperation with the major domestic alumina production areas, vigorously introduce aluminum-consuming enterprises to settle in, and establish a full-chain closed-loop development model of "recycling - processing - application - re-recycling". Support key enterprises in upgrading and transforming, optimize the production process of electrolytic aluminum, further promote the extension of the industrial chain, and actively undertake high-end aluminum material industry projects. Organize technological breakthroughs around core areas and implement the talent introduction and cultivation plan for scientific and technological innovation in the aluminum industry. Vigorously promote aluminum enterprises to carry out technological transformation for clean production, increase the proportion of renewable energy application, conduct technological research and development and pilot demonstrations of hydrogen energy replacing traditional energy, further promote the improvement of green standards and certifications, and build the "green electricity aluminum" brand. Build enterprise-level data centers, deepen the digital application of production and management, integrate data resources from the upstream and downstream of the industrial chain, and jointly build a digital transformation and innovation platform. By 2027, the conversion rate of primary electrolytic aluminum products will reach 90%, the capacity of recycled aluminum will reach 100,000 tons, and the proportion of clean energy in aluminum production will reach 75%.
