Turkey makes final ruling on anti-dumping of Chinese photovoltaic aluminum frames

On June 24, 2026, the Turkish Ministry of Trade issued Announcement No. 2026/23, making a positive final ruling on anti-dumping measures against photovoltaic aluminum frames (Turkish: fotovoltaik paneller için alüminyum çerçeveler) originating from China. The anti-dumping duties will be levied based on the cost, insurance and freight (CIF) price. The specific tax rate is listed in the attached table. The Turkish tariff number for the involved products is 8541.90.00.00.11. The measures will come into effect on the date of the announcement and will be valid for five years.
On May 25, 2025, Turkey initiated an anti-dumping investigation into photovoltaic aluminum frames originating from China. The investigation period for dumping was from October 1, 2023 to September 30, 2024, and the investigation period for damage was from January 1, 2022 to September 30, 2024. On December 13, 2025, Turkey made a positive preliminary ruling on this case, deciding to impose a temporary anti-dumping duty of 14.79% to 31.40% on the involved products based on the cost price at the time of arrival.
